Minutes of a scheduled meeting of the Parish Council on
Monday 8th July 2019 at 7.00 pm in the Parish Hall
Councillors: Chris Williams (Chairman), Jane Hirst, Richard Lloyd, Margaret Harkin, Corinne Cranham and Patrick Sullivan.
Ward Councillor David Hitchiner, the Lengthsman (Paul Wright) and three residents.
1. Apologies for absence – None
2. Declarations of interest and written requests for dispensation … None.
3. Open Session
3.1 West Mercia Police…There was no representative from West Mercia Police but the following issues were raised.
3.1.1 It was RESOLVED that the clerk would ask the Police to undertake a speed check on Brampton Road.
3.1.2 The Chairman raised the issue of continuing problems with traffic queuing to access the Car Boot sale on Stoney Street. It was RESOLVED that the clerk would contact the Police to raise the Parish Council’s concerns over issue of ineffective traffic management.
3.1.3 Councillor Margaret Harkin reported the recent instance of individuals killing rabbits using firearms on Brampton Road. It was agreed that this was a Police matter and should there be further occasions where this occurred it should be reported as a 999 emergency.
3.2 Ward Councillor David Hitchiner – Ward Councillor Hitchiner provided a brief update on key Hereford County Council issues commenting specifically on decisions taken at Cabinet Level on the Accommodation Block at Station Road and the Southern Relief Road. There was discussion on the budgetary process and the Chairman asked that the Parish Council were afforded greater transparency on how budget priorities were set and suggested that the Ward Councillor liaise with Balfour Beatty to make that happen.
3.3 Lengthsman Report – The Lengthsman confirmed that the village gates have been installed. It was reported by a resident that the gates were having a positive impact as drivers seemed to be slowing down as they approach the village.
3.4 Issues Raised by Local Residents – No issues were raised.
4. Minutes of previous meeting … 10th June 2019
4.1 It was RESOLVED to adopt the minutes of the above meeting and they were signed by the Chairman.
5. Clerk Correspondence
5.1 FOI request has been received asking how much money Madley Parish Council had been spent on services provided by Herefordshire Association of Local Councils during 2018/19. The Clerk confirmed that £2251.69 had been incurred on these services during the last financial year.
5.2 The Clerk reported on the final Herefordshire Travellers’ Site Development Plan which confirmed that there were no immediate plans to use a site in Stoney Street to accommodate a Travellers site but it may be an option in the future.
5.3 Herefordshire Council have invited Parish Council to consider whether they wish to pay their members a basic allowance. After discussion, it was RESOLVED that the Clerk would confirm that Madley Parish Council is not minded to introduce an allowance scheme.
5.4 A resident has raised concerns about overhanging branches on the footpath behind the Tennis Club. The Clerk confirmed that this issue has been passed to the Lengthsman who agreed to cut back the branches.
5.5 The Clerk highlighted the “Verging on Wild” (VOW)scheme which is inviting Parish Councils to write to Balfour Beatty asking that verges are not cut until late summer/early autumn to encourage greater biodiversity. It was RESOLVED that the Clerk would invite a representative from VOW to the next meeting to explain the scheme in more detail.
6. Finance … The bank balance at 30th June 2019 in the Treasurers Account was noted as £18,674.99. As at 30 June 2019 there was £179.05 in the Business Bank Instant Account.
6.1 It was RESOLVED to make the following payment.
6.1.1 Clerk’s salary in accordance with the employment contract.

6.2 Monitoring of Budget 2019/20 – The Clerk highlighted a key recommendation in the Internal Audit Report (2018/19) that there should be greater scrutiny of the budget during the course of the financial year. The Clerk presented a record of the spend to date together with an extrapolation of the projected costs for the remainder of the year. Based on this analysis it would appear that there would be an overspend against the agreed budget to the tune of £5.5k but this could be absorbed in the cash reserves. The overspend is largely explained by a significant capital investment in the resurfacing of the recreation ground car park plus the cost of procuring and installing village gates.
6.3 Section 106 monies update – The Clerk reported that notification has been received from Herefordshire County Council that the outstanding Section 106 monies has been returned to Brightwells. It was RESOLVED that the Clerk would now liaise with Brightwell to progress the proposed improvements to Stoney Street.
7. Planning … Comments on applications to be determined by Herefordshire Council:
7.1 Application 192247 – The Bage Farm, Madley, Hereford HR2 – Enforcement Appeal. Following discussion, it was RESOLVED that the Clerk would notify the LPA that the Council had no particular comment and proposed to allow the appeal to reach its own conclusion.
7.2 Application 192222- Cherrytree Farm, Madley, Hereford, HR2 9JD – Erection of a lean-to to existing agricultural building to house a biomass boiler system (retrospective). Councillors noted that there have been no adverse issues since the erection of the building and it was RESOLVED that the Clerk would offer no comments in response to the application.
7.3 Planning Re-Consultation – 181921 – Faraday House and land adjoining Madley, Hereford. Application for approval of reserved matters following outline approval P1508997/O. For 10 no. dwellings with detached garages. It was noted that the additional drawings to support the re-consultation showed little change in the original proposals and it was, therefore, RESOLVED, the Clerk would respond to the LPA offering no substantive comments other than to seek a cycle lane on the proposed footpath linking the development to the village to allow safe passage for both cyclists and pedestrians alike.
7.4 Ward Councillor Hitchiner reported that he had met ETL representatives to discuss safety issues at the junction adjacent to the premises. One possible solution proposed cutting back the hedge at the junction to provide better visibility but that would be dependent on reaching agreement with the landowner. Councillors voiced reservations over the effectiveness of this proposal and Ward Councillor Hitchiner agreed to feedback accordingly.
8. Neighbourhood Plan (NDP)… Councillor Jane Hirst reported that the draft NDP Plan would be subject to a Regulation 14 consultation beginning from the 15th July 2019 until the 9th September 2019. Copies of the draft NDP plan (and comment forms) will be placed in various locations in the village (Red Lion public house, The Comet Inn, Madley Plants, Golf Club and the Parish Church). Flyers outlining the arrangements for the Regulation 14 consultation including the drop-in day arranged for the 20th July 2019 will be posted to all residents/business owners in the village. Councillor Hirst added that Planning Consultant David Nicholson will be present at the drop-in day. Following the conclusion of the Regulation 14 consultation period, David Nicholson will analyse all comments received which will inform the formal submission to Hereford County Council.
9. Lengthsman Working Group – Councillor Margaret Harkin highlighted key and immediate tasks included on the Lengthsman Action Log. The key discussion point revolved around the meeting scheduled with Balfour Beatty on the 25th July 2019 to consider a holistic approach to dealing with vehicles travelling at speed through the village.
10. Recreation Ground – Councillor Corinne Cranham reported that the faults to a piece of play equipment had been repaired and also advised that some cycle racks had been delivered and were ready for installation.
11. Footpaths Officer Report – Councillor Richard Lloyd reported that work is required to clear the ditch on MY52 and the Lengthsman agreed to assess the work required. It was suggested that Balfour Beatty clear the ditch with a JCB. Councillor Lloyd advised that he had flailed the hedge on one side of the unadopted lane at Archenfield. It was also reported that the footpath at MY43 was overgrown and the Lengthsman agreed to deal with the problem.
12. Traffic & road issues -The clerk reported that there has been no interest amongst residents in joining the Community Speed Watch team. It was RESOLVED that a copy of the advert would be passed to the Head Teacher at the primary school and promote the scheme at the NDP drop in day.
13. Matters raised for next scheduled meeting on Monday 9th September 2019 – No matters were raised.
