Minutes of a scheduled meeting of the Parish Council on
Monday 13th January 2020 at 19.00 hrs in the Parish Hall

Present
Councillors: Simon Blackmore (Acting Chairman), Patrick Sullivan, Margaret Harkin, Corinne Cranham and Richard Lloyd.

In attendance
Ward Councillor David Hitchiner, Mark Hearne (Parish Clerk) and 13 residents.

1. Apologies for absence – Councillor Chris Williams

2. Declarations of interest and written requests for dispensation … None.

3. Open Session
3.1 West Mercia Police…There was no representative from West Mercia Police present at the meeting.
3.2 Ward Councillor David Hitchiner – Ward Councillor Hitchiner provided a brief update on key Hereford County Council issues commenting specifically on the following:
3.2.1 Representatives from Herefordshire Council met their counterparts from neighbouring counties to discuss how to better promote tourism in the area.
3.2.2 £9m is being spent on the Midland Cyber facility based in the Enterprise Zone.
3.2.3 Both Herefordshire Council and the Government are contributing £2m towards the Leominster Heritage Action Zone.
3.2.4 Plans are in place to establish 20 Community Hubs during 2020.
3.2.5 Herefordshire Council have made available a £400 grant to residents affected by the recent flooding.
3.2.6 No planning will take place in the Ledbury viaduct area for the foreseeable future. A meeting will take place on 29th January 2020 to discuss the current moratorium on planning due to high levels of phosphates.

3.3 Lengthsman Report – In view of the Lengthsman’s absence no report was available.

3.4 Issues Raised by Local Residents – The following issues were raised:

3.4.1 A resident reported the continued problem of flooding adjacent to ETL. Solution to the problem is linked to the current planning application submitted by ETL.
3.4.2 A resident asked that the traffic counters in place on Stoney Street remain in place until the end of week beginning the 20th January to allow the capture of vehicles accessing Brightwells’ sale. It was RESOLVED that the clerk contact Herefordshire Council accordingly.
3.4.3 Residents living in close proximity to Great Brampton House expressed strong opposition to Planning Consultation 194087 principally on the grounds of excessive noise when the proposed events take place which is likely to be focused in the summer months. The increase in the traffic accessing the site was also cited as a factor in the residents’ opposition to the proposals. Other residents considered that the proposals were too vague. Ward Councillor Hitchiner recommended that it would be in the interests of residents to individually table their objections to the Planning Officer as this is likely to carry some weight. He also suggested that residents invite the Planning Officer to visit the site to discuss first-hand the issues which were of concern.

4. Minutes of previous meeting … 9th December 2019
4.1 It was RESOLVED to adopt the minutes of the above meeting and they were signed by the Chairman.

5. Clerk Correspondence – No clerk correspondence has been received.

6. Finance … The bank balance at 31st December 2019 in the Treasurers Account was noted as £28,060.92. As at 31st December 2019 there was £179.11 in the Business Bank Instant Account.

6.1 It was RESOLVED to make the following payments:
6.1.1 Clerk’s salary in accordance with the employment contract.
6.1.2 Lengthsman – £437.94
6.1.3 Stationery – £29.01
6.1.4 Postage – £7.32
6.1.5 PAYE – £129.60
6.1.6 Countrywide Maintenance – £70.39
6.1.7 Dore Community Transport – £500.00

6.2 Budgetary Monitoring 2019/20 – The clerk reported that based on spend to date plus expected expenditure during the remainder of 2019/20 it is expected that there will be a healthy level of reserves (£28k) at year end.
6.3 Section 106 update – Ward Councillor Hitchiner reported that, despite asking for information from the Contracts Manager (BBLP), no information has yet been forthcoming.

7. Neighbourhood Development Plan – The clerk reported that the Regulation 16 consultation is due to end on the 12th February 2020 which will be followed by a referendum.

8. Planning … Comments on applications to be determined by Herefordshire Council:
8.1 Planning Application 194087 – Great Brampton House, Great Brampton, Madley, Hereford, HR2 9N. Change of use from residential writers and artists retreat to exclusive private hire for holiday accommodation, private celebration and events, incorporating continued use as a residential dwelling. Following discussion Councillors decided to object to the proposals on the grounds that the events would have a deleterious impact on residents living in close proximity to Great Brampton House in terms of both noise and increased traffic. It was RESOLVED that the clerk would inform the LPA accordingly.
8.2 Planning Re-Consultation 174228 – Coldwell Radio Station, Kingstone, Hereford, HR2 9NE. Proposed new office/production facility building to accommodate the continuing expansion of ETL Systems Ltd. Councillors noted the revised positioning of the security fence but in general found no meaningful change from the original application and considered that their previous objections remain valid. It was RESOLVED that the clerk notify the LPA accordingly.

9. Lengthsman Working Group – Councillor Margaret Harkin reported no additional issues from those discussed and captured at the Lengthsman Working Group which took place on the 16th December 2019.

10. Recreation Ground – No issues were raised.

11. Footpaths Officer Report – The Footpaths Officer stated that the bridge at MY3A has been unsafe and is closed temporarily.

12. Traffic & road issues – The clerk mentioned that the Community Speed watch training will take place on the 25th January 2020. Residents mentioned the lack of well-defined white lines on Brampton Road and it was RESOLVED that the clerk ask Balfour Beatty of their schedule for line painting.

13. Smartwater – The clerk reported that the Chairman is currently exploring possible funding streams for the Smartwater kits and it was RESOLVED to defer any discussion until the next meeting.

14. Matters raised for next scheduled meeting on Monday 10th February 2020 – To consider the Smartwater initiative.
