Minutes of a scheduled meeting of the Parish Council on
Monday 11th November 2019 at 19.00 hrs in the Parish Hall
Councillors: Chris Williams (Chairman), Simon Blackmore, Margaret Harkin, Corinne Cranham, and Patrick Sullivan.
Ward Councillor David Hitchiner, PC Jeff Rouse, PCSO Pete Knight, David Fellows (Land Research & Planning Associates Ltd), Mark Hearne (Parish Clerk) and 2 residents.

2. Declarations of interest and written requests for dispensation … None.
3. Open Session
3.1 West Mercia Police…PC Jeff Rouse introduced himself and explained that he had recently replaced PC Roger Bradley. PC Rouse reported that has been little criminal activity in the Madley area during the last month. He recommended that, with the shorter days, residents should take the steps necessary to deter burglars such as leaving a light on when absent from their property. Residents, especially the elderly and vulnerable, should be mindful of scams although this is not a particular problem in Madley
3.2 Ward Councillor David Hitchiner – Ward Councillor Hitchiner provided a brief update on key Hereford County Council issues commenting specifically on the following:
3.2.1 A Cabinet meeting held on the 24th October 2019 looked at the allocation of assets and set aside £150k to consider the optimum models for delivering council housing in the future. Work on the budget for 2020/21 continues. Herefordshire Council remains on budget for 2019/20 with the exception of Looked After Children.
3.2.2 There is an ongoing review into museums and libraries to consider how the available resources could be best spent.
3.2.3 £7m has been set aside to be spent on the World War 1 shell store situated in the Enterprise Zone.
3.2.4 New student accommodation in Hereford should be complete in September 2020.
3.2.5 Due to the high levels of phosphate around the River Lugg no planning permission will be granted for development in the catchment area. A meeting with Natural England to discuss the issue is due to talk place in January 2020. There is a risk that high phosphate levels may affect the River Wye in the future which, if realised, could halt any planning permission in many parts of Herefordshire.
3.3 Lengthsman Report – In view of the Lengthsman’s absence no report was available.
3.4 Issues Raised by Local Residents – No issues were raised.
4. Minutes of previous meeting … 14th October 2019
4.1 It was RESOLVED to adopt the minutes of the above meeting and they were signed by the Chairman.
5. Clerk Correspondence
5.1 The clerk briefed the meeting on a request from “Power for People” to pass a motion in support of the Local Electricity Bill. Councillors considered that they had insufficient details to enable the motion to be supported and it was RESOLVED that the clerk would provide further information.
5.2 The clerk provided copies of communication which confirmed that Balfour Beatty have undertaken some work to relieve some of the flooding that occurs on the Bridge Sollers Road.
5.3 The clerk reported that the cost of the replacement plastic dome on the toddler slide in the recreation ground would cost £64.00 (plus carriage and VAT). It was RESOLVED that the clerk should proceed with an order.
5.4 A resident had asked why there were no streetlights in the “old bit” of Archenfield. Following discussion, it was RESOLVED that the clerk would respond that the Parish Council supported fully the “dark skies” initiative and would not lobby for additional streetlights in the village.
6. Finance … The bank balance at 31st October 2019 in the Treasurers Account was noted as £30,157.82. As at 31st October 2019 there was £179.09 in the Business Bank Instant Account.
6.1 It was RESOLVED to make the following payments:
6.1.1 Clerk’s salary in accordance with the employment contract.
6.1.2 Lengthsman – £230.50
6.1.3 Stationery – £43.72
6.1.4 Travel – £6.30
6.1.5 PAYE – £129.60
6.1.6 Countrywide Maintenance – £70.39
6.2 Overall Financial Position 2019/20 – The clerk provided a spreadsheet which suggested that the Parish Council is likely to have a surplus of circa £20k at the end of 2019/20.
7. Planning … Comments on applications to be determined by Herefordshire Council:
7.1 Planning Application 193667 – Land to the West of Upper House, Stone Street, Madley, Herefordshire, HR2 9NJ – Change of Use of an existing portal frame building to a Live/Work Unit. Before Councillors debated the proposal, it was agreed that David Fellows (Land Research & Planning Associates Ltd) would offer his thoughts on the purpose and design of the proposed Live/Work Unit. Mr Fellows explained that the unit would be used primarily for coach building and its design would offer substantial energy saving with the aim of achieving carbon negative output. Councillors acknowledged the benefits of delivering a carbon neutral outcome but pressed Mr Fellows for information on how it would be measured. Mr Fellows agreed to check with his client for further information and would report back to the clerk. After Mr Fellows left the meeting, Councillors considered the proposal in detail and concluded that, in light of the live/work principles underpinning the proposal together with the aspiration to achieve a carbon negative output, they were minded to support the planning application. It was RESOLVED that the clerk would inform the LPA accordingly.
7.2 Planning Application 193632 – Madley Caravan Site, Stoney Street Industrial Estate, Madley – Change of use and associated operational development concerning the removal and clearance of the existing site, and the construction of a small unit industrial estate comprising eight units with four building types ranging from 934sqft (84m2) to 3734sqft(336m2) GEA to allow for flexible occupation for B1, B2 or B8 uses. Following discussion, Councillors decided to support the application on condition that a traffic survey is undertaken for a period of seven days which must include a Friday as this is the day of the sale on the Industrial Estate. It was RESOLVED that the clerk would inform the LPA accordingly.
7.3 Planning Application – 193712 – 16 Church Croft, Madley, Hereford, HR2 9LT – Following discussion, Councillors decided to support the application and it was RESOLVED that the clerk would inform the LPA accordingly.
7.4 Planning Application 100599 – A resident raised concern over the manner in which the LPA has handled this retrospective planning application. It was noted that the Parish Council were unable to submit any further comments against this application and it was suggested that the resident should continue to refer his concerns to the Ward Councillor. The clerk was asked by the Ward Councillor to check the minutes from 2010 to establish the position taken by the Parish Council at the time.
8. Neighbourhood Plan (NDP) – The Chairman reported that there had been no further developments since the last meeting.
9. Adoption of Complaints Procedure and Equal Opportunities & Diversity Policy– It was RESOLVED that both policies should be adopted and published on the website.
10. Lengthsman Working Group – Councillor Margaret Harkin reviewed each of the outstanding tasks on the action log updating them where appropriate. It was RESOLVED that the clerk should inform the Lengthsman that the Parish Council had approved the hire of a digger for work on the track leading off from Rosemary Lane. Councillor Harkin reported that, despite a letter to the landowner, the debris had not been removed from the ditches on Brampton Road.
11. Recreation Ground – It was noted that Wicksteed have installed two replacement safety mats in the playground.
12. Footpaths Officer Report – In the absence of the Footpaths Officer no report was available for this meeting.
13. Traffic & road issues -The clerk reported that the Community Speed Watch training will take place on 25th January 2020.
14. Matters raised for next scheduled meeting on Monday 9th December 2019 – A presentation on SmartWater.
